This product works upon application so it does what it says, although I suspect any heavy cream would reduce the crepey appearance of the neck. I don't have any sagging so I can't really speak to that. My problem with this cream is that the fragrance is REALLY strong, and it's not that the fragrance is unpleasant, it's just strong. I would recommend this product if you are not sensitive to fragrance.
